The England winger wants to stay behind in England to sort out his exit, rather than travel to Australia.
City have had two bids rejected by the Anfield club already, but are expected to return with a third offer.
Liverpool are holding out for £50m for the 20-year-old, who has reported to Melwood for the start of pre-season on Monday. Brendan Rodgers’ squad are scheduled to fly to Thailand on Sunday.
Two years ago, Rodgers found himself in a similar situation, when Luis Suarez tried to force a move to Arsenal.
The Uruguay international was banished to train on his own, before accepting the transfer won’t work.
