QUERY
The Governor of the State of Osun, Ogbeni Rauf Aregbesola, approved your appointment as the Chief Medical Director of Ladoke Akintola University of Technology (LAUTECH) Teaching Hospital as communicated to you by the letter Ref. No. AD/646/13 of 20th September, 2011.
Following a forensic audit carried out on the directive of Mr Governor on the financial activities of LAUTECH Teaching Hospital, Osogbo, the White paper on the final report of the forensic audit was published in the Osun State of Nigeria Gazette No. 1 of Vol. 26 dated 14th January 2016 in Osogbo (Copy attached).
The White paper detailed Government’s acceptance of most of the recommendations that followed the forensic audit which found many anomalies in the administration during your tenure as the Chief Executive of the LAUTECH Teaching Hospital.
In particular, Section 6 of the white paper captioned “STAFF AUDIT” showed over recruitment, recruitment of candidates with higher qualifications to fill low level vacancies, unlawful upgrading of staff and consequent overstaffing.
It also showed retention of Resident Doctors who have overstayed beyond their required period of training. All these were in flagrant disregard of the directive of Mr Governor and the extant Public Service Rules, and have caused the Government to bear unnecessary financial burden.
You are therefore required to make a detailed written disposition, within seven (7) days of this letter, to explain why disciplinary action should not be taken against you for gross misconduct.
The Hospital Management has been directed to make available to you documents in the Hospitals’ possession that you may request for in order to enhance your defence.
Please be guided accordingly.
Prof. Wole Atoyebi Chairman, Management Board.
