FCTA moves to sanitize Council layouts


The interdepartmental Ministerial Technical Committee on the Harmonization of Operations of Accelerated Area Councils and Sectional Title Reissuance Scheme (AACSTRIS) is moving to remove all bottlenecks that have stalled the processing of Certificates of Occupancy (C of Os) in the FCT Area Councils, Mrs. Jamilah Tangaza AGIS Director has revealed.

The Committee is also working to sanitize Area Council layouts of fake allocations.

Chaired by the Executive Secretary, FCDA, Engr. Adamu Ismaila, the Committee includes such other departments as the Urban and Regional Planning, Abuja Geographic Information Systems (AGIS) Land Administration, Survey and Mapping, Mass Housing, Development Control as well as the Zonal Land Managers of the six Area Councils. Also in attendance at the Committee is the MD/CEO of the Federal Housing Authority (FHA) Engr. David Kpue.

It can be recalled that since it commenced the process of re-certifying area council land titles, AACSTRIS has had a running battle with the prevalence of fake layouts in the Area Councils traceable to the abuse of layout mapping processes in the various Area Councils in the past.

The Committee, which was set up by the FCT Minister, Senator Bala Mohammed, has been part of his comprehensive efforts to bring sanity into the land administration processes in the FCT. It also has the mandate to harmonize the operations of AACSTRIS, Mass Housing and FHA.

Fake layouts, defined by the Committee as layouts without ministerial approval, overlapping designs and double allocations, have been the bane of Area Council allocations over the years. Rather than kicking the can down the road, the current FCT Administration, under Senator Bala Mohammed is poised to boldly confront the issue.

The Committee so far has identified four Area Councils as mostly affected by these developments and they are AMAC, Bwari, Gwagwalada and Kuje, while Abaji and kwali have been given clean bills of health.

Publications have been made in various dailies of the over 2015 area council land titles found to be forged. This action was the outcome an earlier investigation by the Ministerial Committee on the Falsification/Forgery of Land Titles set up earlier in the life of this Administration.
