Borno sets up 12-member panel on relocation of IDPs


Governor Kashim Shettima of Borno state on Tuesday raised a 12-member panel to ascertain the number of Internally Displaced Persons (IDPs) taking refuge in over a dozen resettlement camps in the state and to further make arrangement for their relocation.

The constitution of the panel was contained in a statement made available to newsmen by the Chief of Staff, Government House, Alhaji Modu Alhaji Musa.

Musa, in the statement said that the committee members were to relocate and manage all the displaced persons taking refuge in various established camps in Maiduguri metropolis and Biu.

The statement reads: “With the constitution of this high-powered panel on displaced persons, the Deputy Governor, Zannah Umar Mustapha is to serve as chairman with three terms of reference and to accomplish its assignment on all displaced persons taking refuge in Maiduguri and Biu.”

The terms of reference, according to Musa in the statement include the authentic determination of total number of IDPs taking refuge in Maiduguri and Biu; and estimate the total costs of feeding for displaced residents and villagers sacked by Boko Haram from their respective communities between 2013 and 2015.

“Other terms of reference of this committee is also to determine the sensibilities of relocating and resettling the identified IDPs, identify relevant Ministries that could provide essential services as may be required by the relocated persons; and to make any other recommendations that the committee deems necessary in the course of its assignment,”adding that the panel is expected to submit its report within two weeks to the governor for implementation.

Other members of the panel, include Chairman of Borno State Emergency Management Agency (SEMA), Alhaji Grema Terab, who is to serve as secretary, Alhaji Babakura Shettima, as Vice chairman, Commissioner for Health, Dr. Salma-Anas Kolo, Commissioner of Justice and Attorney-General, Kaka Shehu Lawan, Commissioner for Local Government and Chieftaincy Affairs, Alhaji Babakaka Bashir Garbai, Commissioner of Water Resources, Hassan Mustapha Aminami, Commissioner for Universal Basic Education, Dr. Zainab Gimba, Commissioner for Education, Barrister Isa Buratai and Usman Jidda Shuwa, former Chairman of Borno state resettlement camps, Lawan Wakilbe and General Manager Borno State Environmental Protection Agency (BOSEPA), Nasiru Ali Surundi.
