Arsenal is trying to secure the transfer of Granit Xhaka on the cheap.
Borussia Mochengladbach value the midfielder at £35million, but Arsenal have offered just £19m, according to reports.
It is believed that Xhaka, 23, has already agreed on personal terms with the Gunners and is waiting for the two clubs to agree a fee.
Mochengladbach’s sporting director, Max Ebert, said: “There is an offer. But it does not mean that we will allow Granit a transfer for that price.
“We really don’t need to discuss the fee proposed in the offer.”
Xhaka, who is desperate to play for Arsenal, has stated that he expects a decision to be reached before the European Championship kicks off in weeks.
He said: “Whether there are talks or not, the clubs – Gladbach and Arsenal – know that, but as of now I am still a Gladbach player. It might change in the next weeks, or it might not change.
“There will definitely be a decision before the European Championship (which kicks off on June 10).”
